The 11th Global China Dialogue (GCD XI)

Following the successful Global China Dialogue Forums, the 11th Global China Dialogue — Global AI and Data Governance — will take place on 4 December 2026 at the British Academy in London. The Dialogue will focus on institutional design, international coordination, and ethical frameworks, exploring how AI and data governance can achieve safe, trustworthy, and sustainable development in a rapidly evolving technological landscape.
AI and data are profoundly reshaping economic structures, social governance, and knowledge production, while also giving rise to global challenges such as privacy protection, algorithmic bias, data sovereignty, and technological competition. Striking a balance between fostering innovation and managing risk has become a central concern for policymakers and international cooperation. In response, several major governance frameworks have emerged, including the OECD AI Principles, UNESCO’s Recommendation on the Ethics of Artificial Intelligence, and the EU AI Act, which together provide important reference points for global governance and regulatory coordination.
The Dialogue will bring together policymakers, scholars, technology leaders, and international organisations to examine governance frameworks, data power structures, and mechanisms for international coordination. It will engage with diverse national approaches and institutional practices, promoting comparative analysis and cross-cultural exchange, and fostering mutual learning and greater alignment in global governance efforts.
The GCD XI include the following four panels:
- Panel 1AI Governance and Advanced Technology Regulation explores regulatory approaches to advanced AI systems, including foundation models, high-risk applications, and mechanisms for ensuring safety, accountability, and oversight.
- Panel 2 Data Governance, Digital Sovereignty, and Power Structures examines how data is generated, controlled, and governed, addressing issues of ownership, access, sovereignty, and the distribution of power in the digital age.
- Panel 3 Global Rule-making and Technological Competition focuses on international norms, regulatory coordination, and standard-setting, as well as the interplay between geopolitical competition and cooperation in shaping global technology governance.
- Panel 4 Ethics, Societal Impact, and Sustainable Development highlights ethical principles, real-world applications, and the broader social, economic, and environmental impacts of AI in advancing inclusive and sustainable development.
Through diverse perspectives and cross-sector dialogue, the 11th Global China Dialogue aims to combine Chinese insights with international experience, seeking a balanced approach between innovation and regulation, and contributing to the development of a more secure, trustworthy, open, and sustainable global AI and data governance system.
